cooperation with amd may not mean that NSM would or should rely on AMD. It would just mean that companies would agree on some common standards which would make parts interchangable.
I do not know the details of the licensing agreement between DEC and AMD but judging by the old statements about unified standards between amd and cyrx by both cyrx and amd I would think that that should be worked out by now.
I am not sure what democracy got to do with market
