Carter was disastrous.

I voted for him because Ford was so stupid. But found out that his talks with foreign leaders bordered on treason. He even asked them if they had any dirt on Ford, or was it Reagan? He also let out military secrets for political gain. He let the cat out of the bag about the stealth fighter. Some say he told foreign leaders before he told the public. Maybe he had to tell the public to avoid Congress from trying to make political hay of that?
