I don't know the percentages of raw vs refined crude that VZ exports, but I do know that some of our Gulf refineries are equipped to process it.

Sour crude gets its name from having a high sulfur content and the strict low sulfur mandates that have recently been put in place for US fuels (especially diesel) have exacerbated the supply problem. It's very expensive and time consuming for refineries to adapt to the new standards and they're behind the demand curve at present.

As KLP mentioned, boutique gasoline blend requirements also lower supply and drive up prices. And the sad thing is that they make no difference in the emission levels of modern cars, as the sophisticated OBD II engine computers compensate for whatever fuel is being burned. New cars are essentially pollution free, anyway..
