The Saudis are building four big new refineries to process their heavy crude. The output will come online in 4-5 years... Too bad they're not online now. :-( Then again, if Clinton hadn't vetoed ANWR drilling back in '99, that supply would be online by now and I'll bet fuel prices wouldn't be near what they are now, as well..
