Inspections? How do you inspect cargo coming into port, before the ship docks? How do you inspect every little boat capable of carrying a 2000 lb nuke? Impossible.

As far as Intelligence goes; the CIA, NSA, and FBI were castrated and lobotomized by Jamie Gorlick (Dep Att General under Clinton/Gore). How can you have a politically correct CIA, and still have Intelligence? Impossible.
