BCB has a point about Congress. Although I believe Congress traditionally has higher negatives than the president.

Democrats have an opportunity to win all three branches of government for the first time in a generation. Imagine if they get say a 40-50% approval rating for a few years. That could create a lot of Democrats going forward.
