Ah, I forgot another thing which makes me a bit concerned about CHNG (and Chinese pharma distributors too) - price controls. You are totally right about the need of infrastructure growth. Just remember that PTR lost a lot of money in their refining business due to oil price controls. This did not bit CHNG yet, but the risk is there.
