Yeah, even when they were in force Jersey only demanded them during posted rush hours.

So perhaps 7 to 9 AM Eastbound towards Manhattan weekdays, 4 to 6 PM Westbound. If you headed South away from the Manhattan gateway they didn't exist, unless they had them near Philly.

Then they just tuned around about ten years ago and scrapped the entire program. Might have been 15 years ago, I don't recall.

It's something that might work for Washington, D.C., perhaps. Certainly not for rational people. Or perhaps it doesn't work in Jersey because we aren't rational.

I would think more states would dump the program, but I guess the Federal dollar subsidy is too much to pass up.
