1. You do not know the percentage of the budget spent on courses of drugs for the poor. Why did you bring it up then? It doesn't make any sense.

2. What is this:

What are the relative investments in what types of drugs? What types of drugs or actual drugs get the bulk of the investments?

You have a tendency to make pronouncements for which you have no support. If you looked at the facts before you made up your mind, I suspect you would come to different and more sensible conclusions.
