How about when the 13 ema turns up or down? Any consistent significance? I see in March when it curled up, away we went higher.

Careful, now. You are mixing up cause and effect. A 13 day ema is easily turned from down to up intraday on a big up day like March 18 for example. So what really happened is away we went higher and the ema curled up.

EMAs weight the most recent price action more heavily and a 13 period is quite volatile.
