I'll see about the articles but times crowded right now what with packing for a trip to Italy coming up. As for the resource base of cities, one of the interesting things in New York State is the city gets much less funding from state funds than a proportional population count should produce. Education is one of the clearest illustrations. Why? Because the legislature is heavily dominated by rural senators and representatives. I suspect it's similarly true of infrastructure funding from the federal government. Regional public transportation, for instance, around the New York area, including the city, last time I looked, was very underfunded relative to population. I would guess there is more.
