I expect Iraq to look more like Lebanon for the indefinite future; the ethnic and religious cleavages will block any real effective central government and political identity. Periodically the differences will erupt into violence, and each side will keep its own well-armed militias to defend their turf. Outside powers like Iran and Syria will also meddle on behalf of their surrogates.

The most the US can try to do is tamp down the flames as they erupt. As a long-term strategy, it's no strategy for victory at all.

I'd like to see Obama go beyond saying the war was wrong and emphasizing that we have spilled an enormous amount of blood and treasure on behalf of Iraq for five years now, which is more than enough to say we gave it our best shot and now it's no longer our responsibility to make the Iraqis get along with each other.
