No such attack occurred on Bill Clinton's watch, just for the record. It's debatable, at this point, whether AQ is "decimated". I've seen some security estimates that indicate they're doing quite well with recruiting. One of the things that helps with that is the fact that they can point to how bin Laden has eluded us. He's the man responsible for the most heinous act of terrorism ever committed! How the bleep is capturing him not extremely important? What are we supposed to do, just let him off the hook?
