Just to be the devil's advocate here...

I agree with the sentiment, but it seems that a very good percentage of the time, the VP is someone who had been running for President. So you would think that in many cases, they do think they should have been number one.

In an Obama White House, Hillary would have to accept being number two. Bill, on the other hand, could be a wild card.
