It's the government deciding the goal, not the technology. Come on Ten don't be coy, you know the difference.

The only reason why we should tax vehicle sales instead of gas is because the latter would punish existing drivers. But it's a much more effective solution than simply taxing sales of new vehicles. Why leave people who drive old 1979 Lincoln Continentals alone? Because they're the people who can't afford a new car and thus shouldn't have to pay for more expensive gas?

You don't tax sales (well maybe also) you tax yearly state registration. And you give equal and opposite credits for registering very fuel efficient cars. That will allow the '79 Continentals to get off the road; with the credits the lower income folks will be able to retire the old vehicles.... they might buy new or used. The point is to replace the current fleet with a more efficient fleet, and to continue the process year after year.

It's no different than any other tax... they all alter behaviour.
