Well, yeah. Before 9/11 the military industrial complex had been geared up for the Cold War. When Reagan ended the CW, we had the Gulf War, and 8 years under Clinton where it was rather obvious there was another substantial war to be dealt with.

So, yeah, military spending (the biggest legitimate function of government) has been high since the 40s. So, what?
