Beats me. I think that was s dumb position.

Other than the expense, why would it have been a bad idea? They already know how to build and operate exactly the type of reactor we don't want them to know much about. And LWR experience in no way, shape or form is useful for the development of nuclear weapons. Unless they get experience with the fuel cycle, which was going to be handled by the US and South Korea. And, even if they get control of the rods somehow, so what? It isn't like there is anything there they can use for anything except possibly for a radiological weapon. And they already can get those materials. Through the Paks, if no one else.

Heck, Israel might even sell that stuff to them.
