I would say a "successful terrorist attack against the United States" would be one that --

a) Obviously, was carried out without prior detection,

b) Occurred on United States property,

c) Was not part of the war in Iraq or Afghanistan (since these would be considered as part of the war effort),

d) Was not a criminal action (i.e., you can't count stickups and bank robberies), and

e) One or more Americans were killed in the attack.

How's that?
