I think solubility (or Material Integration) and stability was the issue before and if these results are true then that is all they need to start producing products which must be true because "we expect to produce our initial prototype devices in the short-term" sounds like they are now moving ahead and with making a prototype. 1. First they should have contrasted with past materials 2. announced a date for the final test (r33) 3. Stated they already started building a prototype with these positive tests in hand. The results of r33 is less important and is only a bonus to the already positive results or icing on the cake.
