This, ultimately, is the solution.

No, it's one means to "the solution". "The solution" is to use oil in an efficient manner, and that can be done with/without electric cars.

The key is to replace the fleet with a much more efficient fleet as soon as possible. And that takes government action to speed and smooth the transition.
