Oil is (and should be) a contributing factor, but only to the extent that Islamic Terrorism goes away with our dependence on foreign oil, and it is unclear that that is going to happen. If you truly buy that (and I do) then the best path would have been a "war on oil dependence" not a "war on terror". You attack the core issue, not the symptom. 7 years after 9/11 we would have been well on our way to a complete solution.
