If you truly buy that (and I do) then the best path would have been a "war on oil dependence" not a "war on terror". You attack the core issue, not the symptom.

But then, the people who believe that the war on terror is not just a war for oil, those people would be critical that we were doing nothing about the 9/11 attacks. I would be in that group.

7 years after 9/11 we would have been well on our way to a complete solution.

We are -- and we are because the price of oil has gotten up to a level that is necessary to spur technological developments.

But the basic difference in view is that you see the war as being predominantly about oil, and I see it as being about terrorism. IN reality, there are elements of both -- but we could not have just decided not to concern ourselves with 9/11. It was necessary that we act in our own defense, which had nothing to do with oil.

I do think it is POSSIBLE the Gulf War wouldn't have happened without the oil. It is really hard to say what bin Laden would or would not have done absent the Gulf War. He was looking to challenge America prior to the Gulf War, and in fact, wanted to engage America so he could be seen as having defeated us the way he did the Soviets. So, it is difficult to conclude, with a high degree of confidence, the current war wouldn't have happened without the oil interests, even going back as far as the Gulf War.
