I've got a great idea that can satisfy both your desire to uphold the Carter deal and my desire to keep nuclear technology out of the hands of North Korea.

Let's build two LWRs right near the border. We'll keep it on the South Korean side, but we'll feed all the energy output to Pyongyang.

North Korea might have a problem with us having control of the on-off switch, but hey, if Americans are going to maintain the LWRs like you claimed, why not simply locate the LWRs on the South Korean side? This way, it's a lot easier to get American maintenance crews and ensure that the LWRs are in tip-top shape.

Another alternative would be to build the LWRs in China right next to the Yalu. We can trust China with nuclear energy, therefore China would be a great go-between party.

Think North Korea would go for that idea?
