Isn't this more or less what Barak offered to Arafat a few years back, and it was rejected (triggering yet another "intifada")? If ol' Zbig wants to be constructive, he should first work out the objections on the part of Arabs, and THEN start pressuring Israel - and probably not much pressure would be needed.
