I think it is very difficult to hide a nuclear weapons program. Development of such require complex infrastructure. If you are a member of the world community, you would have to submit to on the ground inspectors.

The advantages of being part of the world community in good standing is probably the biggest boost to these countries psyche.

These countries can't really be spending money on a nuclear weapons program. They could be using that money on a host of other projects that would them much more good.
