It is obviously not a simple matter, but it is not as difficult as you may think.

First of all, not everyone has to agree. You will never be able to get the terrorists together and get them to agree to anything.

All you need however is to get ,say, Obama, Putin, Hu, Brown, Merkel, Sarkozy, Singh, Musharraf, and Fukuda in a room and agree to outlaw Nuclear weapons and voila it is done. Actually all you need is Obama, Putin, and Hu. The others are invited as a curtesy and out of respect.

Obama and Putin can probably speak for their country, but I don't think Hu has the authority. I think they are ruled by a committee. But still, it is a small number of people that have to go along.

Of course it is not easy, but what is the alternative. The alternative is near certainty that nuclear weapons will be used.
