What would happen if Congress were to win such a suit? Nothing. Are we going to invade OPEC countries and seize assets as damages? No.

Does US law give the Congress the right to demand other countries set their production policies to suit the US? No, that would seem a very imperialistic position.

Then again, Congress would probably lose the suit which is based on a claim OPEC is holding production off the market.

OPEC's advocates could claim that most OPEC countries are producing at full capacity - and most are. They could also claim correctly, that the US itself holds potential production off the market.
