Precisely wrong - free speech is in the Constitution along with the separation of church and state. Congress can't tell me what to say and do, just as they can't tell me I have to pray in school if a local majority decides it. The problems crop up when particular groups want to impose their pro-active conduct on other citizens, and they refuse to respect the rights of others to be free from their proselytizing, be it patriotism or religion. The proselytizers always feel so righteous that they can't see why there should be any obstacle to their message and crusade being imposed on everyone.
