Cocaine is apparently enjoying a resurgence, because the street price has fallen and it is more pure; therefore it has more of a kick.

This tells you that there is more coke available now than there ever was. In spite of our spending of billions and jailing hundreds of thousands. So what we have been doing has failed. And we have no reason to believe that "more of the same" will change things.

What changed our use of booze and cigarettes? Education and shame. As you mention, the educated cut down their use of it.
