Seems to me that debating the number of incidents isn't very useful in determining if we are or aren't safer. With fewer incidents, we feel safer but that doesn't mean we are. If you're taking a hike in the Alaskan woods and haven't after five hours been attacked by a grizzly, are you safer than you were three hours ago? The only way you'd be safer if, during your walk, the bears all disappeared.

Incidents or lack of same aren't a valid measure of safety, IMO. The whole premise is faulty.
