Sorry to provoke your outrage over a misunderstanding but I wasn't referring to Bush and dissent, I was referring to building executive powers at the expense of other branches, creating the all-powerful presidency that Cheney dreamed about ever since Watergate pissed him off so much. They managed to weld their model together for a few years but the unintended result was to undercut their political support, making the whole model unsustainable. Hence their 28/15% approval ratings now.
