We all practice our own form of government. Yeah? Got your own penal code, do ya? None of your examples are of government. They might be examples of civil disobedience, but not government. If, on the other hand, a community knowingly facilitates prayer in public schools, then it is practicing government. And thwarting the US Constitution. (At least as it has been interpreted so far.) But let me add, if any branch of government ever banned personal prayer, or group religious activities on private property, then I would immediately take up prayer as an act of civil disobedience. And I would do so publicly and loudly.
