Agree with Ickes- -----uncommitted delegates go to National Convention as uncommitted.

As I understand, the Rules Committee at the National Level of a Convention does not have the right under Parliamentary Procedure to declare for whom these uncommitted delegates will vote-----that would be mandating, controlling the vote.

Normally, a declartion to commit the whole state delegation or any division of the delegates is made in a State Level Convention or Caucus before going to the National Convention.

If these states have not met in caucus or convention and made an official State Party ruling , seems the DNC may be preempting the state party's perogatives-------thereby guaranteeing a major challenge at convention.

Another gaffe for Obama, not leaving his name on the ballot.
