Not since '02. The decline is Very recent... and frankly can't be increased all that much without putting a lot of hurt on our economy. Most driving is non-discretionary (assuming people want to make a living and purchase goods). Our society/culture is built around automobiles.

China and India's consumption is up big time over that period. In China they subsidize gasoline so the consumers have little incentive to conserve.

They can afford to with their trade surplus buying oil in US dollars... in essence we are subsidizing their gasoline.

Since the US uses ~25% of the worlds oil production, the biggest potential for changing the supply/demand equation at the margin is increasing US fleet efficiency. And that should be done by taxing the 7000 lb single passenger Escalade getting 12 MPG tooting around town and giving incentives to the 50 MPG Prius driver.

The Escalade driver is the reason we are all paying $4 a gallon. The Escalade driver is the reason our wealth is being transfered overseas. The Escalade driver is the cause of 50% of our trade deficit. The Iraq war, at it's essence, is being fought so that people can drive Escalades.

It is anti-social, anti-patriotic behaviour.
