Mere employment by the CIA is irrelevant. She had to be covert for revealing her identity to be criminal. When the outing occurred Bush said he would get to the bottom of it and "take care of anyone " in the WH who was involved If the prosecutor had told Bush that Armitage was the leaker - and he knew that from day one (Armitage came forward and admitted even before Fitzgerald was appointed), then Bush could have fired him. BTW Scott McClellan began working for the Bush administration AFTER Novak's column mentioning Wilson's wife working for the CIA was printed.
