I believe it was pretty well established that they were accelerating the depletion rate of a field that straddles their common border (exactly what you suggested that Cuba might one day get about vis-a-vie oil resources that extend from Cuban territorial waters to American territorial waters...), and also drilling right up to the border line on the Kuwaiti side of the border (and slanting drilling so as to penetrate into the Iraqi side or the resource.) <GGG>
