Not under our system of justice. One doesn't have to prove innocence and especially not that a crime was not committed. The prosecution has to prove their was a crime and the accused is guilty. They never even accused anyone of a crime in revealing Plame's employment - a simple fact.

It doesn't matter how many times you repeat a mistaken impression - it doesn't make it true.
