The stated policies on this are very different from Obama and McCain, that was my main emphasis.

The big question is whether McCain would try to follow through is things were really bad or really good in Iraq. Public fatigue with multiple tours for the troops will just grow.

The other dimension is how much Congress could pull the plug. If they could get 67 senators to agree to a timetable with troop deployment ceilings in Iraq every year, McCain wouldn't have the resources to keep more troops there if he wanted to.

The more I look at it, McCain and Congress are probably going to clash early and often. The odds he can produce a bipartisan working atmosphere are not great.
