Has he ever. He recently got an assistant communications director who is a firm believer that the President has "near dictatorial powers" when it comes to the military and foreign policy. Despite the fact that the Constitution doesn't grant any such powers. To make it worse, when you read "The Federalist Papers" on the issue, Hamilton of all people argues strongly that the chief executive does not have anything close to that sort of power by design.
