I would not characterize that as criticism with direct, implied or inferred insult. I would call that an attack. In fact, I called it just that in our PM exchange.

If it's, indeed, an attack, then the "disrespectful and insulting" are collateral offenses, not the primary foul.

You can parse that as you like but I wanted to make the rule clear for others.

I think your rule on actual attacks has always been clear. What I was attempting to differentiate was attack from criticism.

criticizing a choice someone made for environmental or other policy reasons is expressing a difference.

Indeed. And if someone takes it as an attack, he is over-reacting to it.
