Yeah, I agree. Nothing ever occurs in a vacuum.

"Luck" implies that it's naturally difficult to carry out any act of terrorism on the homeland, which is an absurd notion. I can point to two idiots with a sniper rifle that kept DC, MD, and VA under siege until they got caught. Or some nutcase who thought sending anthrax through the mail would be funny.

If you want to see "luck" in action, try the millenium bomber who was caught at the Canadian border by a sharp-eyed border agent.
