If a foreign born, in foreign country married spouse of a US born US citizen comes to the US with her spouse on a tourist visa, can she then change her US status to an immigrant visa without leaving the US?

I brought my wife from Korea to Hawaii on a tourist visa and then got her full citizenship in an afternoon with the provision we remain outside the US for another year. Special rules for US citizens on government business (or military orders) working outside the USA. If you want to stay in the US I think you can only get the immigrant visa and go through the entire waiting period.
