I don't know that much about it as I was never in the Guard.

But I believe it was more a matter of whether you volunteered to go overseas or not. In other words, you didn't request NOT to go, you had to volunteer TO go.

My recollection is that Bush originally did not volunteer, but later during his hitch he specifically requested overseas duty and was refused.
