There is no constitutional basis for that. In fact, Hamilton argued in "The Federalist Papers" that the president doesn't hold that power by design.

Lots of things were argued one way or the other in the Federalist that are not quite the same today.

However, if you doubt that presidents run foreign policy, you need only look at the Iraq War, which apparently, has been largely opposed by the Left for the last couple years.
