"The Federalist Papers" are where you go when you want to know the intent of the framers of the Constitution.

This is true; however, the Framers provided for an efficient means of resolving such issues going forward. As it has turned out, presidents ALWAYS control foreign policy. Carter did it. LBJ & Kennedy did it. All the way back for a really long time.

(On a side note, how do you, a liberal, square the reference to the Federalist with the Left's predisposition toward judicial activism? Will you support Obama, even though he voted against the Roberts nomination? Of course you will.)

The fact is that the framers' opinions' are only important to the Left when it coincides with your quest for political power.
