Those are due to be dismantled. It's a sketchy estimate anyway. There are other sources that show the count much lower for Russia. They are behind. Still, a LOT less than 45000!

The chart of nukes was updated in January of this year and the numbers were done up by the Federation of American Scientists.

And frankly, Chris, I never saw that 45K number when I was looking up this stuff.
