You are saying that methodology gives rise to skillful actions. Automatically. Really ? I don't think so, except in the case I mentioned. Unfortunately, methodology can land up doing us, in, sometimes, even when there is an ethical basis for ex. common mistakes, misconception etc so I don't accept your point. If your point is that ethics are not a guarantee of outcomes in the conventional sense, I take it, but this does not contradict their ultimate importance as the first step towards skillful action.

You can do that with or without ethics. With ethics is better than without. But ethics is a bit player.

No. The skillful action you refer to I assume is the conventional type, but it also has an ultimate reference. The mind becomes very agitated without an ethical foundation. This is just a fact of empirical observation. Such disturbances mitigate strongly against achieving the objective, whether it is of the conventional or ultimate sort. Imagine if those guys deciding on the worlds 10 biggest problems didn't have a common ethical basis. How much do you think would be achieved. Even sharing one, things are not easy, but doing so increases the chances of beneficial outcomes exponentially. They are not a bit player. I have to bail.
