steve, How would you address countries that do not meet our current emission standards? I see no reason to improve our coal burning requirements when China's blowing and going. I think China will follow very quickly with nuclear plants - mainly because they are cheaper in the long run. And the Chinese are not crazy, they are not happy with their pollution. Like I said, I am not crazy about caps. I prefer nudging the industry into nuclear and solar through dis-incentives for burning fossil fuels. Joe
