"causing anarchy" Huh? What exactly do you think happened back then? Made a lot of people mad? Yes. Caused terror? No. Well, maybe. I can see where Shorty was passing around mimeographed pages detailing how the WU held Black Masses and killed and ate children. Anarchy? Chaos? I am sure some of them thought that. But it wasn't based on reality.
