"...it seems to me that he (Warren Buffett) gets to talk deeply with the officers of every company that he owns or is considering owning. So he has more crucial data about the company than we have."

What crucial data would that be? If it's crucial as in "of material substance", I presume he is NOT getting such information to the exclusion of other investors. For company officers to tell him of their plans or of other info. not shared publicly, that kind of crucial info. would be considered improperly/illegally giving/receiving inside information -- imo anyway. (I'm no lawyer.)

"The combination produced or could have produced enormous gains. So when do we get the initial conditions of low P/E plus high return on capital? In times of panic or general disgusted abandonment of the stock market."

There are dozens of such companies around now: High earnings yield (which is low p/e) and high return on invested capital. Greenblatt wrote a book.
He provides a website listing stocks which fit his criterion:

(There's also a Greenblatt thread on SI.)
